Because you have to be born with the inherent talent to be a GM!~ and they are, that's why the are GMs at that age. At the GM level... Everyone has some level of photographic memory and an above the norm visualization ability.

Average Joes 1000-1600 elo

People some talent... & with hard work 1600-2000 elo

People with lots of natural talent & hard work 2000-2300 elo

People born with some level of photographic memory, to include above norm visualization skills & hard work 2300-2500 elo (i.e. the Grand Master Level)

Above that... 2500-2700 and beyond, Savant Level... one in millions (less than 200 world wide!!!)

noticed I used the term Savant : e.g. One with detailed knowledge in some specialized field... because most GMs don't have a Genius level I.Q.s in fact most outside of Chess, from the vocab they use sound rather of normal intelligence...

no about of hard work is going to reach the GM level....

I think it depends on parenting. Some parents starts giving their kinda at a very young case Intensive training, lots of exposure, Mentorship and stuffs like that.

A kid could be interested at chess and be 'god gifted' in it, but they too need to master and develop their skills. And only parents could look into it and work on their child.
