How Chess.com punishes players

Can somebody tell how chess.com used to punish the players who were reprimanded over quitting games which in the case of players from third world countries like I am was not intentiona,l but it was due to frequent power failures and internet failures, so what was the modus operandi because chess.com used to warn that you would be degraded to play with rogues, were those rogues freaks, who eats up your time or shows internet disconnection whereas you had a perfect internet connection please help me out because I am a victim in 1 minute bullet game in lucky times of a day I jumps to 850 points and then in bad times reduced to 600 points due to time eating termite.
