A brilliant move is mostly seen by the engine, but it’s a really hard-to-find move, like a sacrifice to get mate or win a piece. You don’t really need to play 2 super good moves to get a brilliant, also finding the only key move after your opponent blundered could be a great move. For example sacrificing your queen in a smothered mate (the famous one) is brilliant

If you mean in a Game Review here, it's a move that sacrifices material or allows material to be captured and is considered good or best.
Brilliant moves are sacrifices that if opponent accepts (takes the bait), result in a far greater reward like bigger material gain or checkmate. In-between silent moves that lay a trap can also be brilliant.
