How do I chat on forum?

Sorry if this is the wrong place, as I'm new.

But people ask me to chat when I'm playing, I try to type but can't, and then get told I have to be a friend. I'm obviously confused so help me please 

some people have their privacy settings to talk to friends only.  it is funny when they talk to you and you have to ask to be a friend in order to respond.  i don't use chat specifically, so i am not sure if there is a difference, though.

And good point planedene, that was confusing me.

I don't mind whether players want to chat or not it's just I feel rude, when someone says hello, etc, but I can't answer.
