1. You aren't really losing if you have a forced draw.

2. You can't claim a draw based on a perpetual check, the position has to repeat three times, or the fifty move rule must incur; at which point you can claim a draw by simply clicking the draw button.

Keep your eye on the button that usually says "offer draw", down below the game moves box.  When the conditions are met, it will change to "claim draw".  There's no difference in font size or color or position, so it's easy to miss-- you pretty much have to make a point of looking for it if you haven't played through the moves and convinced yourself of 3-time repetition.

Does the text actually change?  I didn't think it did, and don't think it should.

I have a related question:  Why is the icon for a draw offer a white flag?  Isn't that generally an indication of surrender or resignation?  Maybe it should be a handshake, or a balance beam, or something else more representative of a draw than of submission....

Agreed.  It shouldn't change.  I don't think it does in Live Chess.  Not sure about CC.

White flags can be used to signal a truce and/or parlay, not just surrender.  I refer you to "The Outlaw Josie Wales" for an example.
