I think you need to have already demonstrated a high level of chess understanding and the ability to communicate that knowledge to an audience. As you've probably noticed most of the presenters are titled players. Maybe start on Youtube and see how it goes? I'm sure the powers that be are always on the lookout for new talent although there is that pesky lack of a title problem. Maybe get a title and work up some videos?
