How do I report a cheater ?
Thankyou I will do that, it is as much a feeling as anything else, it just felt weird, maybe it's me ?!
I usually just move on with my so called life, but if you feel you've been playing cheaters, then of course you should report it. They do ban dozens of players a day, so it's not like it doesn't happen. There's even a special group you can join:

No I do not beleive anyone else I have played ever cheated, this just felt so different and he was playing very complicated moves ( so it seemed to me) very quickly after playing okish for the first 15 or so moves

I have a feeling tons of people cheat on here...even if its just for a move. I can't tell you how many games I've had online across various websites where I was outplaying them very well only to have them make like a 7 move combo in the end game that I can barely even understand with a computer.

Sure, they also have members with special software that can analyze games.

I hope they have acess to the times it took him to produce some of those moves as well.
In my last game I am sure my opponent was cheating, he gave away a pawn then played all sorts of complicated moves very quickly which I had to think about for a long time.
Then after I resigned in protest and told him he was cheating, he offered me another game ?!
What should I do ?

It's very possible your opponent knew what he was doing and foresaw what would happen when you dropped your pawn.
Just because your opponent plays fast doesn't mean you have to play fast.You then lose the exchange, a rook for a knight, then he nabs yet another pawn off of you, then you cry that he's cheating...
Looks more like sour grapes on your part than cheating.
Whilst I may have been mistaken, the reason I was suspicious is that at the critical parts of the game he made moves very quickly which took me a while to work out, and which turned out to be excellent moves, much more so than many of his prior ones.
I have lost many games without as you call them sour grapes, but have never experienced that before or since.
Have you heard of intermittent cheating ?
Still I have apologised and that is the right thing to do.
