If the same position appears three times you can claim a draw to end the game.
There's a caveat to that:
If the same position WITH THE SAME PLAYER TO MOVE and WITH SAID PLAYER HAVING THE SAME LEGAL OPTIONS occurs 3 times, you can claim a draw.
If it appears twice, and the third time, one player trianglated such that the first two times, it was White to move, and the third time, it was Black to move, then there is no claim. The same position must occur again one more time with White to move or two more times with Black to move before a claim can be made.
As for the same legal options, let's say your move was f7-f5 with a White pawn on e5 that is NOT pinned to the King (doesn't matter if it's pinned to the Queen, it's still "legal" to move it). White has the option to play En Passant. Let's say he moves the Queen from e1 to d1. Black now moves the King from g8 to h8. White now moves the Queen from d1 back to e1. Black moves the King back from h8 to g8. This is NOT 2-fold as the first time, White could play En Passant, this time he can not, and therefore, while it is the same position with the same player to move, said player does not have the same legal options, and so this position must occur 2 more times yet. The same could apply if one had castling rights originally and now doesn't (or if he could have castled in either direction, moves a Rook, he could still castle the other way, but can't castle one of the two ways, and so again, legal options are different.)
That's the definition of the position being the same. If it's a different player to move, or if the possible moves are different, it is not the same position.
More simply positions are considered the same if the same player has the move, pieces of the same kind and colour occupy the same squares, and the possible moves of all the pieces of both players are the same.
