it usually takes the average person 9 years to become titled and 12-15 to become a gm for most gm now. It took Magnus Carlsen 3 years to become a gm so beat that record

A LONG time. There is no such thing as a 'quick path to the top'. If there was, everyone would take it, and the world would become a 'anything goes' environment. Because of this, the only way to become a Grandmaster is through countless hours of study, dedication and sacrifice.

Sure you can be anything you want to be with enough “devotion.” A Gm, a professional basketball player, or a lowly troll. I’d suggest basketball, you’ll make millions with your devotion.

Reaching GM generally takes 5 to 10 years, with dedicated playing/studying, and regular professional coaching.
Without those things, reaching the GM level is extremely difficult and/or impossible.
A more reasonable goal, if you want to try to do it on your own, would be reaching the baseline master level, which would be "National Master" or "Candidate Master", depending on where you play (2200).
Ten year rule: ten years of intense practice. Took Fischer nine years to achieve gm at age 17. And since it’s been scientifically proven that kids learn easier than adults I’d say it would be unlikely. Also, it gets much harder to improve as you get higher.
