How many points can be recovered?

I have had a chess friend for about a year now, who was around my level, or a little bit worse than me when we became friends. Recently, I had started to notice that my friend was getting better and improving a little bit past the point I was at. Then, one day, they challenged me to some games (we had not played since becoming friends). I got demolished 5 games or so in a row. I asked them how they got so much better, and they said that “they improved a lot.” I figured this must be true, because of the result. Within the last day, they were banned for violating the fair use policy, and I recovered about 40 rating points. I am very disappointed that they started cheating, but this made me wonder. How many rating points could possibly be recovered? Is there a set number? Or is it however many you lost?

It's generally how many you lost to the account but there is a maximum that will be refunded I believe.

how long does it take to banned someone? because I played a guy who was clearly cheating and still going
