You look for candidate moves based on the following based on my research from several sources.
1. If you made NO move, if it were the opponent's turn, what would they play -->> look at the dynamics (tactics) of the position. You may have a brilliant move but the opponent has a 2 move checkmate already prepared.
You always want to check king safety.
2. Look at the imbalances (see Silman's "Reassess Your Chess Workbook)
3. Create a plan based on tactical opportunities, basic principles (e.g. develop all your pieces) and on the imbalances.
4. Look at candidate moves and calculate, starting with the "easiest" move first.
I suggest creating a check list and make sure you go each of the four steps until it becomes automatic.
