I found myself constantly not going through the 400 elo barrier, even with more practice on puzzles. Is there any way to practice using other effective methods?

Probably focus on tactics

Instead of online puzzles, use a book that organizes the puzzles by theme and difficulty. Susan Polgar, A World Champion's Guide to Chess is an excellent text for this training.

It depends. Are you trying to break through going up or going down?

Stop and think about what your opponent wants to do and what they can play if you play a specific move.

Most of your 10 minute games end with 6 to 8 minutes still available. I suggest you slow down and quit rushing into mistakes. I would prefer to lose because time ran out rather than poor moves.
