How to get a FIDE Id Number (FIN)

Hello everyone.
I was trying to find the link on FIDE website where one can apply for the FIN. But unfortunately haven't been able to find it. Does one have to play a fide rated tournament to qualify for it or can one simply apply for the number?
Any insight in this matter will be appreciated.

Join an over the board chess club and play in a FIDE rated event and you get a FIDE ID number.

If your flag is correct, you just need to play in a FIDE rated event/section, and if you score then that will automatically be handled. Or you could sign up for their online offering.
