How to push my elo to 1500 as a beginner?

Hi guys , I've been trying to reach 1500 elo for a long time and it's been two years i started playing chess and I'm still stuck at 1200. I think I have the capability to beat other 1500s ( I had beaten some of them ) but still I find myself losing to lower rated players than me. I just can't push my elo . How should I do it ? To improve chess and also reach my goal. Any suggestions or advice will be highly appreciated!
