Thanks Martin , I figured it was something like that . Is there a way to see who her opponents were ? FIDE also gives the IM title for winning your national championship which is silly if said national championship is a weak field but this is what they do .

What is FUD ? I didnt read it anywhere but was told this by an IM from Angola . IM V . Pina , now he plays under the Portugal flag I believe . He and I played on the same team in Portugal , I was on board 1 and he on board 2 . He was not a stronger player than me and our ratings were both barely over 2200 at the time and yet he was an IM and I had no title . I asked him how he got his IM title ( he has never been even close to 2400 fide rating ) and he said he was awarded the title when he won the Angolan national chess championship . If you go to top countries on fide.com and check Angola you will notice several IMs and yet I dont believe any of them have ever had the 2400 rating to be IM , so possibly they all won their national championship at some point ? If its not true its even harder to explain how some of these players get the IM title ... as well as others . I have a friend , IM Stuart Rachels who got the IM title when he tied for first in the US Chmp of 89/90 also .... but he has been over 2400 as well and the US Chmp is much stronger than the Angolan Chmp .
