I want to start a chess club at SCHOOL. What can I do to make it successul?

Read the rules of many many different clubs and then use those to draft your own rules

A chess club at school is successful if many participate.
To achieve that you have to let all potential participants know when, where, what.
If many and good players participate and have fun, then it will attract others to join.

Make a survey first if people at your own school plays chess and want to have a club if they want to.

Making a survey is great. That will let you know which groups of players you have in the school, if they want a club and what they actually want out of it. Some might want to learn how to play chess, some want some casual games from time to time, some would like a tournament or inter school tournament and some might want to visit real chess clubs and learn from experienced players. 

Also good to remember that good player != good teacher for beginners != good coach for club players != good organizer != good administrator, where "!=" mean not equal to. So depending on how big of a club you can make and what you are allowed to do, you will need people who might not be very good at the "chess" part of chess club.

A survey is a good idea.

If it gets off the ground make sure the club belongs to everyone.  A hierarchy develops among chess players based on ability. Make sure the better players don't become too big for their boots. Always welcome players of all standards.
