I went from 190 to 700, but I'm starting to struggle.

I've been very inconsistent in the 700's, and it feels like I'm getting worse. I fail to see my opponents checkmates now, I constantly blunder peices more, and I feel like overall I might be hard stuck. In some of my games I have to leave early, so if it looks like I just resigned suddenly, that's the case. 

Are 700's getting stronger nowadays, or am I at the ELO I should be? Any tips are appreciated and I don't mind playing practice matches and getting feedback.

It's best to stay patient and continue to enrich your skills with each passing day.

Getting stuck at a particular ELO bracket happens to everyone, and I myself credit these sort of nightmarish experiences as the primary reason behind my recent growth.

Always remember: the deeper the valley, the higher the mountain.

advice, I'm not very good at chess but I have some:
+ As the comment above, you should learn to be patient and think carefully, I've watched you play chess,
+ You play chess too fast, slow down and think carefully
+ You can find gambits that are not used by many people, practice your strategic skills.
And finally, you should not memorize the openings, you have to understand how they work.

Playing slower games will help you think better. Do not overthink, but also don't randomly play moves because they "seem" good.

I used to teach chess, at local chess clubs.

One thing that I noticed was that when a player learned some new chess ideas... especially new strategy, but sometimes tactics too... it would temporarily "ruin their chess". They would start missing simple threats, leaving pieces hanging, playing obvious blunders... until they managed to digest and assimilate the new knowledge, when the random errors would go away and their playing strength would rise back up, to a new and higher peak.

One big advantage of this theory is that when you start playing like a chimpanzee instead of being depressed over it you can think: "I just blundered my Queen away... I must be getting better!"
