Would he have advocated more exciting chess by changing the scoring to 1 point for a draw and 3 points for a win (like he did for football / soccer )?

I suspect that he would. It would cut out a lot of tactical draw agreements in tournaments for sure.

Good idea, or not?

Already happening in some tournaments but it looks rather strange in my opinion
