There is no correct answer this is opinion.
Ummm . . . no, there IS a correct answer. The Knight and Queen. Because the Queen has the power of all the other pieces besides the knight combined (except en passant and castling). Therefore, adding the knight and queen is really a combination of all the pieces at once, which is clearly better than only combining 2 pieces.
Perhaps a more debatable question is this: If you could combine a pawn with any chess piece besides a queen, which would it be?

I'd go with the rook on that one. Bishop second. They both would make it really easy to promote.
