Illegal move- Touch rule

IN an otb rapid tournament , under FIDE rules,

1) If I touch a piece pinned to the king but do not move it, what action should be taken? Is there any penalty?

2) What if I move the piece but do not press the clock and then realize that it is an illegal move?

3) What if the above happens but there is no clock?

I'm not a FIDE arbiter but my understanding of the regulations are as follows.

 

  1.  Touching the pinned piece would allow you to move any other piece and there doesn't appear to be any penalty (this is true in both competition and rapid play without enough arbiters).
  2.  An illegal move can only be called once the clock is pressed, in rapid play without enough arbiters,  at which point the opponent can claim the win if they have not made a move. If the arbiter sees the illegal move and clock punch, they have to claim the loss if the opponent hasn't moved. With competition rules, your opponent would get two extra minutes and your next illegal move wold be a loss, but I don't think it requires a clock punch in that case to call the illegal move.
  3. Since there is no clock, I would assume as soon as your hand leaves the piece the move has been completed and the resolution would be as in 2.

in ECF  (otb ) the rule goes

the players stop the clocks

 the non fouler gets 2 extra minutes  then play with clocks returns to the offender who must then make a legal move

it isnt an instant forfeit but in a time scramble is as good as

it reminds me of a recent game i was in , (team match otb)

i touched a piece moving it whilst still holding it saw it was a weak move put piece on original square  and moved another

i then looked at my opponent and said hold on i cant do that can i , asked their captain re rule (i was capt for my team ) he agreed that i must move the original piece

i smiled laid down my king and warmly shook my opponents hand ,

we won the match , but also ensured that fair play was observed and respected

funnily enough in post game analysis we discovered that either piece moving led to a loss

a good game though and fun night for all those involved , ive resolved to sit on my hands in future lol

I'm pretty sure FIDE rules would require for there to be a clock.

I was just assuming FIDE rules but not FIDE rated. Kind of like many unrated scholastic events that are run with USCF rules but may not use clocks.
