Uh no, but don't worry; it's a common enough misperception. It's only the K that can't move through check. Perfectly legal for the rook to move. Let me see if I can find an article...

Rule no5: The king does not pass through a square that is attacked by an enemy piece.[4]
However, in order to castle, the following conditions must be met:
- it must be that king's very first move
- it must be that rook's very first move
- there cannot be any pieces between the king and rook to move
- the king may not be in check or pass through check

White's king does not pass through b1. The rook does, but this is perfectly legal.
