How does one cheat in blitz?
They have these programs that play for them. They don't even have to be there. They're called blitz bots.

No such thing as a chess site that doesn't have some cheating going on, so what's your alternative, quit playing online?
Plot twist: All these "cheating accounts" are really just GMs who don't want to be known and purposely make mistakes so that they're at 2200
To be honest I imagine there are quite a few accounts set up by GMs to play anonymously. Magnus Carlsen has said he does it quite a bit. I doubt few of these accounts are ever used long enough to build up much of a rating.

Riighht... so I take it you play many 2200's on this site..?
How do you know they are cheating, have you gone over your games and see what level your opponents are playing at?
I met a guy who plays blitz (but not here). He told me he uses a book to play the openings, even if he usually loose by time. He said he is only interested in learning the lines and not necessarily to win. Do you also use a book when playing blitz?
Strange way to learn the lines I'd say. I think he could take more advantage of it by playing slow time controls anyway.

You are rated under 1700 in blitz, how many cheaters are going to try to get that under 1800 ratings here? I have played many over 2000 rated blitz players here, I would say 99% of them are not cheaters. Just because you lost does not mean the other person is a cheater. I have had several people say I am am cheating when in fact they lost in some lines I know by heart. One game I believe I had a winning position in under 10 sec time spend when I premoved first 17 or 18 moves.

because they are on their way up from opening a new account per having the last one restricted for the same behavior. I would also like to add they don't even have to be at the computer to cheat. Ders these bots that do it for them.
I have recently spoken to a chess.com employee. He told me that 80% of the members here cheat.
Uh-huh, I'm sure you have.
The more likely sceneario is that 80% of the users here just aren't as good as they think they are.
