Is cologne allowed at chess tournaments?

I wonder if colognes and anything with a strong odiferous emination can be banned from OTB tournaments, as they can be very annoying and distracting (the smelly stuff, not the tournament).

I worked at a place once and the wife of the CEO who worked up in top floor put on ungodly amounts of perfume and you always knew if she got to the office before you because the elevator reeked of perfume.

Even worse than perfume is the smell of certain soup in cups from an automatic soup server in canteens or office cafetaria...

Your opponent will stirr in the cup for minutes, within one meter distance...
