Is it bad to play d4 after white has done e4?

In general there's nothing wrong with it.
1. e4 e5 2. d4 is perfectly playable.
1. e4 c5 2. d4 is playable below the GM level.
If black responds to 1. e4 with 1... e6, c6, or g6 (to name a few), then 2. d4 isn't just playable, it's the main line.

BTW, in your game you missed a mate in one with 14. Rd6. Nice quick win though.

This is the Scandinavian Defence by black (1.e4 d5) it is a well known and playable opening. I don't like it, some people love it. 3.Qe6+ is bad, it blocks his own position up and the check is easily blocked. Better moves were 3.Qa5, Qd6 or even Qd8. 6.Qxg2 is the absolute definition of capturing a poisoned pawn and is suicidal because you gain such a lead in development chasing his queen about. You played nicely gg, your opponent played horribly.
