It is Oleksandr Bortnyk.

His FIDE profile spells his first name as Olexandr. His streaming profile, Twitter, twitch, and e-sports sponsor spell his first name as Oleksandr. I'd make the same choice as post #2 due to how all of his profiles spell his 1st name.
