i have never seen someone cross 3000 elo in rapid for example the world number 1 is currently 2966 elo even magnus and hikaru dont have it

I think it's possible but many pro chess players prefer blitz and bullet.

i think hikaru and magnus can cross 3000 in rapid but they just wont play rapid at all

Possible. Yes.

The problem is that around 2300 or so, many players begin to shift their main time control from rapid to blitz (or bullet in some cases) and even then, it's usually down to 3 min blitz instead of 5 min blitz.

There's several reasons that higher rated players do this, but the main reason is that it's more difficult to get a rated challenge for 2300+ rapid rating. The higher you get, then the longer you have to wait for a game. This is because chess.com has so many millions of chess players, so when you want to get a rated game, then the chess.com servers have to pair you with a similarly rated opponent who is also looking for a rated game of that time control at that moment. If you are a GM or someone at the super elite level such as Carlsen or Nakamura, then the problem is that there's only a handful of people in the world which would be a fair matchup and what's the chances they are online at that exact moment and also looking for a rated game?

The GMs who do want to grind their rating will typically message other titled players and agree to play a specific number of rematches against each other; this gives them both competition to play against. Otherwise, you're sitting there waiting for a game... many titled players play 3 min blitz and so that's one main reason you'll also see higher rated players stray away from rapid.

Similar to why people seldom grind their Daily Chess rating, playing rated rapid is also more time-consuming for higher level chess players who just want a game; if they want a "serious" game, then they are more likely to play OTB whereas online, it would be blitz.

for example FM ManuDavid2910 currently is the 1# rapid player in chess.com imagine a 2966 rated player plays with a 2600 or 2500 and doing that only gives you 4 points you can do it but its really hard

its hard because if you lose you have win 2 more games just gain the point you lost which take about 30 min to 40 min

I think its possible, maybe Hikaru and Magnis dont have it because they play GMs like them.

It is shown on the rating graph that it 1 Person is 3000 rapid. But I think that inactive players of the time control are automatically removed from the leaderboard.
