There are many kinds of ways mental shortcomings or gaps in knowledge can be overcome that physiological ones cannot. If he was put in a lab with a team of research scientists and the best players in the world and hundreds spent all their time helping him, AND he has a really remarkable like 1 in a million talent added to that, and he develops a huge obsession with the game, then it could become a reality that he will become a GM. It could. For all you know, he may be a world champion in a game vaguely similar to chess already - chinese chess or something similiar - and it might turn out that that such training and experience makes can easily be adapted to chess. Korchnoi played at GM strength in his 80s. Your grandfather however would not be able to overcome certain physical restrictions though no matter what. All kinds of drastic results might be possible with a mental game, not with a physical sport like tennis. So it's stupid to say there's the same chance.
The question is absurd of course, but if we're going to answer we may as well get it right.

He's a novice so depending on how many hours a day he puts in he could make expert in a couple of years. Though IM is still a very slim chance.

Yes, anyone can achieve most anything.
And of course by anyone I mean healthy (mentally and physically), wealthy, motivated, at least average intelligence, organized individuals with access to professors, trainers, and/or competitions with high class opponents.
You know, the type of person you only occasionally see while walking around a city, taking public transportation, while you're standing in line, or in a waiting room, or at family holidays... wait, now that I think about it I guess I didn't mean just ANYONE.

I understand that beginners are taught the importance of open games, and tactics, but that doesnt always mean youre "tactical"
