Is Pulling the Elo card Ad Hominem?
No two persons are equal. All persons have an equal value. That's why argumentum ad hominem is always a logical mistake.
Attack ad hominem is an attack on the person who made the claim, not the claim itself. It is sometimes a cheap way to win an argument by avoiding the very issue.
Indeed, elo based attacks are ad hominem attack.
But in many chess positions the "truth" is very hard to find and the higher rated player is the most knowledgeable and most often: the one who is right.
Today I had a frustrating run-in (in debate+ not matchmaking) with a 2000 rated blitz player iconic_one who taunted me for my low blitz rating and average standard rating. He said I was a worthless pos and should slit my wrists cause I would never be good at chess.

I looked at his games and he was hardly deserving of his blitz rating.
HE MISSED A NOAH'S ARK TRAP IN A RUY LOPEZ WHICH LED TO HIM LOSING THE GAME AS BLACK.
HE SACCED A BISHOP AGAINST A GUY WHO PLAYED THE BIRD OPENING AND THEN RESIGNED DOWN TWO ROOKS.
And here he is saying "800 4 life slit your wrists" and over what exactly? I pondered after the recent scandal with titled tuesday and watching the banned IMs' denial videos and analysis of their games to prove they don't match up with engine moves whether there was actually cheating going on and for my deepy inquiry I get insulted or having a low rating and get into an argument in which the guy won't play me but continuously tells me I suck and im worthless.
I blocked him, and I hope he sees this and sees that its not okay what he did because cyberbullying is serious business and he frankly isn't very good at chess.
So ya, don't pull the elo/rating card, makes you look like a total jerk to anyone with half a brain.
