It more of a reference book. So, for a 400 player you need to put it down and have it as a coffee table book or an outhouse read. At your rating, I recommend in order: Winning Chess by Seirawan, Tactics by Seirawan, Simple Chess (Stean), Amateur Mind (Silman) followed by My System. Note: Silman cowrote the Seirawan books so Silman deserves credit. Finally, for entertainment and not study read Logical Chess as you go through those early books. Thereafter, find some openings you like.

Yes, it's good. Before that book I would recommend the book 'Logical Chess'. You have it on youtube as well: https://www.youtube.com/watch?v=0eTB7oHeRgM&list=PLUrgfsyInqNa1S4i8DsGJwzx1Uhn2AqlT
