Swiss System tournament pairings are designed to eliminate people until you get a winner. That's why you put people in rating order, slice the list in half and pair the top half against the bottom half. Then you repeat that for each score group for each succeeding round. Usualy the only time you play someone the same strength is in the later rounds.
Still, the only way to improve is by playing higher-rated players.
