Is this one form of cheating?

Just played 1/0 tournament and close to end of it, with the guy who apparently won it, I was in a winning situation with 15s vs. 10s from my opponent. He gave a check and I was trying to move my king and take a pawn. For some reason I was unable to make that move for over 13s.
