At a local club I've been going to for a year now and one of the resident teachers and founder had some rules but one stands out for all members rated above 1000 which is when presenting our games to coaches there if the game is obviously loss for one of us and we didnt resign but won on time were kicked out of the club! everyone knows it's not illegal to win this way in tournaments but they want to keep some type of dignity going thru the club members and I feel this not to be right and im thinking of leaving only probelm is its one of the most successful clubs for amatures around even though some never won a thing before joining now litrally everyone has some accomplishment from first in a big state wide tournament to having a certificate which stats so and so is awarded for having the biggest upset of the tournament blah blah so I'm thinking its just silly to leave any thought ?

It really depends how much of your opponent's time you intend to run down.  Time is an important factor of the game, and if you have a winning position and not enough time to convert, then you don't actually have a won game.

If, on the other hand, your opponent is working a minor time advantage in which both players have plenty of time left in the hopes that you might not be able to convert without using up all of your time (and that they'll be able to defend without using up theirs) then it's suspect at a minimum.

At a certain point that game ceases to be chess and becomes hot potato.
