It depends on the position of the rook, pawns, knight, bishop, and each respective king. Active position will worth more, while passive worth less. Connected pawns are better than isolated pawns, and so on

I've seen some people say that a knight and bishop are usually better than a rook and two pawns (I don't actually know if they are) but also I heard a rook and two pawns are usually equal or sometimes even more. What do you think?
