You can upgrade for free if you bought their "one year subscription" version. Otherwise, I think you have to pay. They also give 20% discount to owners of some older versions if they purchased it at their website. I don't think the discount applies to Chessbase products.
According to their website the difference between 9 and 9.2 is about +30 ELO. So, unless you play ICCF correspondence (where the use of engines is allowed), wish to support the developers or just desperately need to have the latest and the greatest, I doubt you really want to upgrade now. Also, I'll bet they release a new version after TCEC is finnished.
Can anyone who also owns Komodo 9 please help me? I have version 9.02 and I see that the newest version is 9.2. How can I upgrade my engine without having to just buy the 9.2 from scratch?
Thanks
