link between strategy and tactics

A higher rated player (2k+, I'm 1500s) once told me in order to have the chance to use my tactics tricks I need a solid strategy to position my pieces on the best squares.
So, does it mean, at my level, should I need to learn strategy? i do lots of tactics but at my level it's hard to see them in a game.
if so, what'd a good intro to strategy course/book for my level.
I play otb, 90/d5 mainly, but also 60, 45 and 30 min
