I have canceled my upcoming diamond renewal because this site is absolutely infested with cheaters and they cannot figure out a system to combat it. Mods will delete and lock threads about it like good little minions.

Meh, it's a very amateurish critique, both conceptually and in presentation (he rambles and repeats a lot).
First of all it's not about cheat detection, it's specifically about cheat detection in Titled Tuesday events, which comprise, you know, 0.000001% of all games on the site (Kramnik admits chess.com does better in the larger online events, so he's only talking about TT).
Secondly he has no math... he wrote down some CAPs scores and calculated the average... wow, that's about as good as you'd expect from a 10 year old [sarcastic clapping here].
Without looking at the CAPS averages of many players, you don't have a proper benchmark... plus CAPS has all sorts of oddities... you can get scores over 90% even when playing a terrible game, some metrics depend on the player's rating, and who knows what chess.com is changing week to week... there are so many more (and more useful) factors that go into cheat detection.
But ok, giving the devil his due, sure, don't let streamers see the chat, and force people to use their real names when playing in tournaments that have cash prizes (even if they never win, they can affect the standings).

If you look at your recent games, 5 out of your last 14 opponents had their accounts closed for cheating.

feel like its hard to detect all kinds of chess cheating online whether it be with a engine or someone in person or online telling you the move and with the rapid growth of chess there is going to be more and more cheaters and its hard to have a system that can get them all banned without getting false bans
