I think that higher rated person have also 99 or 98 accuracy, but simply is faster. Hikaru in most of his games has more time than his opponents for example.

I am getting confused here. Person 1 says the chess.com accuracy percentage is based on caps. Person 2 says something contrary that caps is better but doesn't say how it is better. Person 3 comes along and then says something about time being a factor in accuracy. Is this true? How can making the right move in less time be "more accurate". That's like saying someone buys groceries more accurately because they got to the checkout counter quicker.

Nakamura might be more efficient, but playing faster doesn't mean you are more accurate.

That doesn't answer my question. I am not asking why is a high rated player's accuracy high, I am asking HOW ARE EVEN HIGHER RATED PLAYERS EVALUATED AS IT PERTAINS TO ACCURACY?

All you did was say higher rated players play better. Yes, I know that. Richer people buy more expensive houses and cars. We can all surmise that.

What I am asking is if Hou Yifan scores 99%, then how does a 2750 score? 105%?

If she is giving an equal fight then shouldn't she be rated higher? Or is this the reason? Her chess.com rating is lower than her true ability, so when the server evaluates her play it is actually handicapping her because she hasn't played as many games on here?

I think youre misunderstanding, accuracy is depending on your opponents moves. If a 2000 played magnus he could get 99 accuracy
