A good way to do that is to join chess groups which you like. Contribute to the fora in that group and you will meet people that are good chess mates for you.
At least you could join the two groups of the Netherlands. One is called the Netherlands, the other one CTH. If you take a look at my profile, you can see a link to the second group as I am a member of that group.
