Vasily B Malinin is still active and has a FIDE rating of 2100, his peak was 2521 in 2004 though.
You are aware that the late Arthur Bisguier played Bobby Fischer several times (he had a massive minus score, something like 13 straight losses, but he did once defeat him too), participated in the US Championships numerous times (won it in 1954, came second in 1963 after Fischer), played in two Interzonal tournaments (1955 and 1962) and was a member of the US Olympiad team five times? Let's put it this way, if you were a member of the US Olympiad team, US champion, and qualified for the Interzonal twice you were actually a world class player.

There was a GM who went a low as 1400 FIDE unfortunately i have forggoten the name
Candidate master isn't really a title
I don't have any problem with someone being a "life master" or keeping a GM title while entering into old age. I always respected Arthur Bisguier. People use to make jokes about him because of how Bobby Fischer and a couple of other GM's had his number and that is wrong. The only thing that should be changed is getting those titles without actually earning the rating in the first place. It cheapens the title when someone gets a GM or any other title as a participation trophy.
Why should a super GM over 2700 be in the same class as someone who won it without even breaking 2400? They aren't in the same class. However, FIDE is very much a political organization and I suppose they want to include as many with titles as possible so as not to upset anyone. Everyone walks on eggshells now days it seems.
He got his GM title, he has his victory period! He has the highest title one can attain in chess. So to all the haters out there that want to say anything at all about his rating drop or if he should be a GM or whatever they want to say, Its pretty much irrelevant, because his title will never go away no matter what they say. He attained what they will never. So keep on hating as you refer to him as GM and as he looks down upon you from his GM cloud for the rest of your mediocre lives!

This might not be accurate but I'm pretty sure winning certain tournaments could give you a title just a thought and these people might be good and got the title after retirement for being good at chess
