The site only recognizes titles gained through over-the-board (OTB) rated play by FIDE or a national chess federation. Ratings here don't have any impact on that process.

If you are asking about OTB ratings that would qualify for ratings, FIDE requires a fee to get the title, after the ratings and/or norms are gained and some people may decide not to pay for some they are qualified for.
