A strategy is basically a plan, even if it's just to advance your pawns to take up more space or to trade down into an endgame(if endgames are your strong point.) Even in an opening, theres a plan.
if there are overall no moves you can make, or you're just waiting for your opponent to strinke first play moves such as a6, h6, tuck your king in the corner. hope this helped a bit ;)
