In 1938, Smyslov beat Lilienthal and tied for first. In 1939, Lilienthal took first, Smyslov tied for second, but again beat Lilienthal.

The cross-table says 1939/40. Maybe the games you seek were catalogued under 1940 and not 1939.
Nope. I searched my database my name and player irrespective of year, and added the database from the Rusbase site that is event specific, and not separated into different years for this event.
I have Taimanov's book on the Soviet Championships. He has a crosstable, games and the whole bit.
But it was in Leningrad, not Moscow. Is this the Moscow city championship?
Yes, as far as I am can tell, this is the Moscow city championship. The webmaster of Rusbase lists it under "championships of Republics," however, which seems a bit different than a city championship. It was not the Soviet Championship, however.
Does anyone have information concerning the Moscow championship of 1939.? I've found a crosstable and database containing 21 games at Rusbase. This database contains four games absent from the latest ChessBase database. These four include winner Lilienthal's only loss in the event (to Smyslov) and one of Smyslov's two losses (to Panov). Smyslov and Panov tied for second, and presumably Panov was given second on tie-breaks having won the head-to-head.
