Why is the multiple premoves function not available on the mobile app? Where can I suggest this feature for its implementation?

Mutiple premoves are not currently available on the apps. They'll probably be available on Android soon, though I don't know about iOS.

Not for certain. There had been an update to the Android app to prepare for it, but it was reverted temporarily due to a change in the premove mechanics to be like the website causing a lot of negative feedback.
There's going to be some work around thay before it rolls out again.
