Have you tried the "click, click" method?
Click to pick the piece up, click on destination square to put it down.
A little slower but a lot surer.

I dont think this is a network issue. Tell us about your system. What explorer do u use? U'd use firefox not IE8. Do you have enough RAM??? Many fragmented files on your harddisk? Do you hear your harddisk operating all the time, this is a sign that your pc lacks memory and so on. It is no network issue.
