recently,3/5 last games that i was winning my oppenent ask to chat and then proceeded to beg me to accept a draw when iwas in a winning position and/or ahead on times significantly, saying they had to leave ,or have a headache and pls pls pls bro, repeatedly asking for a draw when all but once it would have cost me the point. is this happening a lot,is it rude, should i block these players? your thoughts and comments appeciated

It is not rude if you dont want to drop rating. I prefer accepting the draw but its not neceserily rude if you decline the offer. So dont feel bad about that

i might not have been clear,i have played many opponent that would ask for a draw they moment they relized it was all done, every time, and if it ws rated ,or playing for beer,i would decline. i'm not taliking about that, i mean continous repeated asking ,and the same comments of i have a headache or i have to go,but they stay for the whole game. thanks for the comment BRAHMC

That's really stupid.

I wouldn't even block them or click to decline the draw. I'd just ignore them until their time runs out or they resign.

If they have real life get in the way of chess, they should resign. I do

Ultimately, it is your choice to choose whether to accept the draw or not. The only thing I can say that not all of these people are rude. However, most of who you will encounter are. This rarely happens, but I met few people who really played bad at their level. They asked me for a draw telling me that they weren't able to focus on the game. Some people here debates in which decision you take, but I accepted the draw easily. Declining isn't rude either though.

I keep chat disabled by default. If someone asks to chat, I decline. 99% of the time, they're only asking to chat because they want to swear at you or insult you.

As for draw offers? I'll accept if it's a drawn position and there's nothing left to play for. Otherwise, I ignore the draw offer as if it doesn't exist (as others here have suggested).
