You have to play fide tournaments, I would be really surprised if there are any clubs anywhere that can cope with the fide mechanism required for fide ratings.
No FIDE rated clubs in my area.
i think what you should do is first get a uscf rating first
if you live in a big city you should be able to find at least one club with uscf ratings
Stick with associating with the USCF, as it's only semi-incompetent. Imho, the FIDE situation is much worse. 
Thank you, unfortunately I do not live in a big city. I was hoping to get a FIDE rating but I will look into the USCF. Also, is it required that I be in a club at all? Can I just go to a FIDE tournament without it? I know that being in a club would be very helpful, but in my situation I don't know if I can join one.
I'm not saying that I'm ready NOW, I'm just wondering how I would go about getting a rating when I am ready.

how many people live in your city?
in eagan there are about 65,000 people, but in the entire twin cities there are about 3 million people, and in the twin cities. We have a couple clubs and at least 1 FIDE rated tournament every two months. I am on my way to a FIDE rating having already scored 1 point against 3 FIDE rated people in my first tournament

One thing to note, in the US, clubs don't get registered with FIDE. Local clubs may be USCF affiliates and they may hold USCF rated tournaments that may also be FIDE rated, assuming they meet whatever the requirements are for a specific tourney to be FIDE rated (time controls, max # of games a day, appropriate arbiter).
If you had sufficient interested players in your area, you could open your own USCF affiliate after joining the USCF and direct your own tourneys for USCF ratings. For a smaller area, you probably won't get to do a FIDE rated tourney and would need to travel. The closest tourneys to me, that have FIDE rated sections, are about 1 1/2 hours away when they have them (most are only USCF rated).
if you want to get a fide rating in the us, you play in the open section of cca tournaments or in fide futurity or invitational fide tournaments. not much of a point to fide ratings or opportunity to get one until you are at least 2200 in the US. fide rated events are far more expensive for an organizer to rate, originally the rating was only for the best players. however they have become far more common, but not everywhere or for everyone.
Hello, I am new-ish to Chess and I am interested in getting a FIDE rating. However, none of the Chess clubs within a reasonable distance from me are registered with FIDE. My question is can I either join some form of online club that has ratings, or do I need to be in a FIDE club at all? I know that I need to participate in FIDE tournaments in order to get a rating, but can I do this with a non-FIDE club? Thank you for your help.
