no losing points from resigning

If you abort too often or leave games/disconnect a lot, as a percentage of recently completed games, then all rated games will have a rating change. You also lose the ability to abort and have to play or resign and will lose point if you let it auto-abandon.

If you mean just resigning in general, that's going to be rated no matter why you're resigning.

But if you resign it does not mean you need to be playing chess with lower rated people

I guess the idea is when you start a game you commit to playing it, so if you need to go then try to plan better for next time

You can set you challenge seek to a rating range you are comfortable with. https://support.chess.com/article/1962-how-do-i-choose-what-rating-my-opponents-are

I hate this. I get it but there are TOO MANY games that I start and have to wait 1-5 minutes before it about because the other player doesn't move. Those times I'm waiting 5 minutes, I'm furious. It's a waste of my time and I'm penalized for valuing my own time when the other player won't go. There have been at least two times that even after the abort countdown got to 0 the game still wasn't over and I had to wait the entire 10 minutes just so I wouldn't go negative. I gave up caring and just take the negative score when my opponent doesn't even make their first move. The abort clock needs to be shortened and THOSE players should be penalized.
