Fortunately, he/she has been making death threats this time. Bad mistake. That's all chess.com needs to get a writ to force the proxy server company to hand over his real IP address to the police. After that, tracing him down will be a piece of cake. Any halfway-competent IT tech do it, with no special software or authority... given his real IP.
Won't cost them a cent, either.
