Pardon mon pauvre Français :
Il doit y avoir trois occurrences de la position de toutes les pièces sur la planche - pas nécessairement une répétition des mêmes mouvements. Chaque cas, le même joueur doit être en déplacement et la même capacité de O-O ou O-O-O (Je ne sais pas le mot pour l'Anglais "castle" en échecs en Français!) et prendre un pion en passant doit être présent.
En Anglais:
There must be three occurrences of the position of for all pieces on the board - not necessarily a repetition of the same moves. Each case, the same player must be on the move and the same ability to O-O or O-O-O (I don't know the word in French for a chess "castle" in English) and take a pawn en passant must be present.

Si la position se répète trois fois, soit vous soit votre opposant pourrez déclarer la nulle au moment de la troisième répétition.

Either player can claim when the conditions are met but it is the player on the move in over the board chess that does it. Here it is a bit different process.

I thought in OTB chess either player can claim such a draw, no? At that moment, at least.

Player A may claim the draw after they move but before they start their opponent's clock.
If Player A does not claim it at this point and instead starts their opponent's clock, then Player B may claim it before they make their move (or after, if the resulting position is also applicable, as if they were Player A). Either way, it is the player who has the move that is able to claim the draw.

La nullité est admise lorsqu'il y a répétiion de 3 mouvements pour les deux adversaires
ou bien un seul ?
