I played a guy a few days ago and it's pretty obvious he's cheating He gets 99+ accuracy nearly every single game and since i played him two days ago his rating has gone up almost 200 points. How has he not been banned yet? I thought the algorithm would have noticed something suspicious when he gets 99.5 accuracy in five or six games in a row. He is either a super GM smurfing at 1300 or using an engine as i suspect.

you should report this user based on your suspicions, but discussion of cheating is restricted to this club - https://www.chess.com/club/cheating-forum.
You shouldn't be naming your suspect in there either, try to anonymise your comments when asking for advice
